POSITION SUMMARY:
This position serves as a consultant to management on human resources-related issues. The successful HR Director acts as an employee champion and change agent assessing and anticipating HR-related needs. Communicating needs proactively and developing integrated solutions. This role will report to the CFO.
JOB RESPONSIBILITIES:
* Administer various human resources plans and procedures for all company personnel, assist in the development and implementation of personnel policies and procedures.
* Provide guidance on HR issues, ensuring a balance between employee needs and organizational goals.
* Maintain and update all HR Operations policy and process documents, including Employee Handbook.
* Partners with Talent Acquisition to support recruitment strategies, including screening, interviewing, vetting candidates and extending offers.
* Partners with Talent Acquisition in maintaining current job descriptions, conducting new hire orientation. Monitors onboarding process.
* Identifies training needs and recommends training programs including evaluation and monitoring of training programs to ensure success. Follows up to ensure training objectives are met.
* Maintain employee-related databases. Prepares and analyzed reports that are necessary to carry out the functions of the department and company. Prepare quarterly reports for management as necessary or requested.
Perform benefits administration to include claims resolution, change reporting, reconciling invoices for payment and communicating benefit information to employees.
* Conduct audit of personnel, benefits, and other HR programs quarterly and recommending corrective actions.
EDUCATION & EXPERIENCE:
* Bachelor's Degree and a minimum of 5 years of related experience; or Associate Degree and a minimum of 6 years of related experience.
* Experience in ADP, preferably WorkforceNow and E-Time & Attendance
* Knowledge of all employment laws, EEOC, Affirmative Action, ADA, FSLA, FMLA, PFL.
* Prior union experience a must
* Proficient with applicant tracking systems and various job boards
* Ability to maintain high confidentiality in all aspects of agency information
