SUMMARY OF DUTIES:

This Road Foreman position is accountable for the safe and efficient movement of trains and for the oversight of T&E crews. It oversees and provides leadership and management oversight for agreement positions. This includes the management and monitoring of employee record keeping, efficiency testing and compliance with all Amtrak, Federal and State operating requirements. Enforce and manage the rules and regulations for Amtrak policies and operating practices, initiate action for non-compliance and recommend appropriate action for resolution in a consistent and fair manner. Executes and manages the area's safety plan in compliance with federal, state, and local rules and regulations to ensure goals are met. Also, responsible for the safety and efficient railroad operations within assigned territory.

ESSENTIAL FUNCTIONS:

  • Responsibilities include providing leadership, mentoring and guidance to engineers.
  • Oversee operation in coordination with the road trainmaster in compliance with rules and regulations.
  • Ensures bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations
  • Monitor employees for compliance with policies and operating practices.
  • Initiate action for non-compliance in a consistent and fair manner.
  • Manage employees and train operations to optimize OTP and make recommendations to improve performance,
  • Respond to service disruptions within area of responsibility.
  • Implement safety plans.
  • Provide written & oral reports
  • Interview, select & manage new-hire locomotive engineers
  • Manage and oversee locomotive engineer certification requirements
  • Administer engineer recertification courses and operating rules classes,
  • Conduct efficiency tests, ensure compliance and maintain employee records.
  • Ensure engine crews attend training classes, documenting and reporting training; communicate with carrier railroad managers regarding territory operations.
  • Manage crew base budget for locomotive engineers.

MINIMUM QUALIFICATIONS:

  • High school diploma or GED High school equivalency diploma.
  • Certified class I train service engineer. Minimum of 2 years operating experience, with no violations described in CFR 49 part 240.117, as a train service engineer and/or as road foreman.
  • Qualified as a designated supervisor of locomotive engineers. Qualified on physical characteristics of the territory. Demonstrated business and financial management experience.
  • Prior satisfactory work experience in train or passenger service.
  • Five years experience as a train service crew member or Train Director/Dispatcher.
  • Qualified on physical characteristics of the territory.
  • Five years experience as Locomotive Engineer.
  • Demonstrated business and financial management experience.
  • Demonstrated knowledge of CFR 49 requirements and labor contracts (BLE, UTU and TCU).
  • Demonstrated leadership and supervisory skills.
  • Working knowledge of Amtrak policies and procedures.
  • Demonstrated written and oral communication skills that are concise and clear.
  • Demonstrated skills using Microsoft software; Excel, Word, PowerPoint

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in transportation, business or related field or equivalent work experience, training, and/or education.
  • Five years supervisory experience, leading and managing others with different levels of expertise
  • Five years experience with train operation, crew base, crew management, operations, train handling and service delivery
  • Ability to develop and manage an operating budget.

WORK ENVIORNMENT:

  • Approximately 25% of the time is spent in an office environment using a computer keyboard, monitor and mouse to perform a variety of tasks.
  • Approximately 75% of the time is spent in an outdoor railroad operating field environment, walking on or around uneven surfaces, reaching, bending and stretching to board and detrain equipment.
  • Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis.
  • Constantly considered "on-duty" and must be available 24 hours per day/7 days per week, including holidays and weekends.
  • Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information.
  • Frequently works outdoors and is subject to adverse weather conditions.
  • Frequently resolves problems with conflicting priorities in cognitively demanding situations.
  • Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.
  • Frequently handles multiple projects simultaneously.
  • Subject to travel, sometimes with little notice due to service disruptions (e.g., via plane, train, automobile).

COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent written and oral communication skills.


PAY TRANSPARENCY:

The salary/hourly range is $115,000 for the Road Foreman I position and $125,000 for theRoad Foreman II position.Payis based on several factors including but not limited to education, work experience,certifications,internal equity,etc. Depending on an employee's assigned worksite orlocation, Amtrak may consider a geo-pay differential to be applied to the employee's basesalary. Amtrak may offer additional incentive and pay programs to recognize and rewardour employees, including a short-term incentive bonus based upon factors such asindividual and company performance that is commensurate with the level of the positionand/or long-term incentive plan compensation.
